It wouldn't be the first time they cried wolf.
They( not CDC -but Cali State Food and Ag) did it here awhile back( sept 2006) in Cali over raw milk and salmonella- not a shred of evidence of contamination( and much to the contrary). CDFA( California Dept of Food and Ag) settled for ~$11,400-when threatened w/ lawsuit- w/ Organic Pastures( an outstanding raw milk dairy inthis state). To be fair, they haven't nailed down where the pepper was contaminated, the field, along the way somewhere, or the packing house.
COuld have been irrigation water carrying it ( in the field), animal "carriers" transfering it into the field, a picker( who was a carrier), or somehwere else down the line.
