Don't know about Louisiana but theres some good wheeling at a big offroad park in southeastern Oklahoma. Name slips me right now but you see writeups about meets there in the mags all the time. Good on ya for serving. Did 20+ years in the USAF myself.

Are you talking about Disney, OK Mr. Okie? Great place to wheel, has a little bit of everything.(BTW, if you ever do go there you have to talk to Hogan, the guy that runs the campground. One of the most knowledgable 4wheelers out there. Just completed another tricked buggy with 49" Iroks, Mazada rotory motor, and mog axles with 4WS.)

I was stationed at Ft. Polk a few years ago. Some great wheeling right on the post and I believe it's only about an hours drive to Barksdale or you could go to the gulf if you like sand. There are some places around Monroe, LA that I've heard about and believe there is a 4x4 club based outta there.
Find a local club, that's the best place to get info.
