I am currently trying to figure out what is wrong with my girlfriends 93 toyota pickup. When it is cold it does not like to start. The pickup tries to turnover but it won't. It will crank and crank. After 3 or 4 times it will start and usually will be at 700 rpm and will then jump to 1500 rpm and then settle down at around 1000 rpm. It usually starts a little sluggish also. It kind of reminds me of how a carburated engine is when you have to step on the gas a few times before it will turn over. I have recently done a tune up (plugs, wires, cap, rotor, pcv valve and cleaned the air filter). The battery is currently showing 12.59 volts at roughly 30 degrees outside on the terminals. Since it always starts I think I have eliminated the battery being the problem. I am starting to think it might be fuel related but am not sure how to test. I have put in some heat to try to eliminate any water in the fuel lines. I have a fuel filter but have not changed it yet. To top it all off the other morning she said it acted like it had a dead key. However after she tried 3 times it started. I am currently driving to see if I can duplicate the dead key. I am at a loss. We have only had the truck a month and no signs of this problem during the test drive. Any help would be appreciated.

If its an electric pump it might b getting weak.
