My 87 2.4 idles fast and constantly fluctuating, sometimes at 1100rpm up and down to 1500. Other times up around 2000rpm. This is when its warm. Cold it is up around 2500-3000 but seems to stay fairly steady at one speed. Any ideas?

I should add that someone before me pulled all the vacumn lines off and capped the ports.

That was what i was thinking it might be but i wasn't sure if it would cause that. So if i replace all the lines it should go back to normal?

Yes. Having a vacuum leak with definately cause an irratic idle. Get all the lines properly installed and that should take care of it.

It doesnt seem to leak anywhere, they capped all the ports. Only ones left open are on the vacumn switches that dont have vacum going to them. The ports on the intake and throttle body are all capped. Would this stuff being disconnected cause the computer to send wrong signals to sensors?
